In Satya Yuga, the first stage of development, it had four legs, in second Yuga it had three, in third it had two means in each age dharma is reduced by one quarter. In Kali Yuga, morality would be reduced to only a quarter of the Satya Yuga, so the bull presenting the Dharma would have only one leg
